New player- Anyway to increase FPS in towns?
Just got to my first town, and I went from 100fps to 30. I have a mid-spec PC, so my PC should minimum run at 60fps.

I tweaked settings, put them on low from high, and the fps didnt change. No matter what I'm doing, it does not go above 35fps.

Your graphics card isnt up to it Simpumba. I have two desk tops. In one I run a 1660 Ti and I get around 70 fps generally, and thats ok. In the other desk top I rum a 3090 and my fps is around 85 again thats ok for me. What GPU are you running?

There are apps available that will boost some GPUs. "RAZER CENTRAL" For Example. GPU TWEAK 111 is another. I run the 1660 Ti card with that. Anyway good luck with it.

I'm running a Geforce RTX 2070 super.

Again, my issue is specifically towns. I get 100+ fps anywhere else in the game running things on very high, but towns jumps between 30fps-42fps

Yes!
uninstall and delete this game and your FPS will improve across the board.

The game has always had a hard time running well with lots of players around. Limit the name plate count to like 6 or something.

The fix for frame rate drop in towns is to reduce the number of tags visible in the games settings to min.

Many people running around takes a whole lot of CPU processing as its constantly updating 100s of moving objects. Plus it takes a lot of GPU to render all those objects which are constantly moving. Its normal. MY 7900 XT goes down as low as 60 FPS in towns.

That's ♥♥♥♥♥♥♥♥ lol, maybe at 1080p. RTX 2070S @ 1440p I've seen it dip below 40.
