And depending on WHEN they start the lore will depend on what type of game it will be. If done during the Second Age of Man, a lot of PvP and open lore can be used. Especially if they can get the ICE lore approved for the game.
We also know it won't be on the engines NW uses. So there is hope for the game.
As with most developers either they use existing lore or they add a spin on some existing lore. It takes near a decade or more to develop a large scale MMO. Now add another 2-3 year's to create your own lore that might not sell and you can see why it's better to sell something that is familiar and popular already. If you think it's easy to just pop out a great selling story for a game like LOTRO try it and see if anyone will buy it.
