20 Mins of chests is not a grind
This assumes new world is worth playing for the time it takes to get 64 tokens (its not). Amazon hasn't earned the player trust necessary to offer such a scummy change.
52 weeks in a year = 52 tokens
2 tokens per season = 8 tokens
7 tokens per outfit divided by 60 tokens = 8 outfits a year. A far cry from "new look every 4 weeks".
Secondly 20 minutes for a 1% drop is BS. Its RNG on the extreme low end meaning it can take much much much longer.
Players are looking at hours to get a token.

5 minutes on my chest run today and I got my SECOND token
and it takes 6 hours for others to get that token 99% of the time

There are some solid systems out there, ESO's outfit system is pretty robust and FFXIV also has a good system with their glamour plates. This feels very much like it was designed with the express intention of extracting maximum revenue, rather that what is a usable system for players.
If I told you I was coming over to your place make you a nice dinner, then took a dump on your plate, would you be happy that at least you got something to eat?
I'm not arguing that the system is the worst I've ever seen, it's not, but your logic of "be satisfied with scraps" isn't a good take either.
The devs keep talking about wanting to improve the game, but continue to introduce poorly implemented or half baked systems
