Then you should have been level sixty along time ago; walk to a new area, meet the leader, and start thier quests.
It's been along time since I maxed out so you'll need to experiment but generally speaking yes, you go to a new area, talk to the NPCs there and start thier questlines.
There are way more sidequests then are needed to hit sixty.
Exploring ahead even without orders is the best part while adventuring if you are a little bit more curious.
Visit towns and talk to the NPC's. Talk to factions reps.
Also maxing your faction level give you some character levels.
And you can do some crafting or at least resource collecting (iron, wood, and so on) which adds some XP to your character as well.
