When it comes to Steam charts the amount it shows counts as soon the game is running. Don't matter if they are just sitting at the menu screen OR in game.
But NWDB only shows those that is current in game and really playing.
The game has an average of 40k. That is not what the topic is about, hence my post.
I'm being serious here, try the PTR. It's why people are active right now. I agree with you that the game current is a hot mess not worth playing, the PTR is an actual fun game that is well designed. Quest layout isn't a stupid walking simulator, there is an actual story, fast travel points are in helpful location and all these positive changes are from level 1 to 60. Starting as a new player level 1 is a fun experience and not dull.
edit:
New zones are added everywhere, making use of wasted space with nothing in it and cities all look unique now.
