However only weapon perks apply when it is being used as an "active" weapon.
In the case of shields, it is effectively just a giant piece of weight on your body, UNLESS you have your sword out. Shield bonuses are 100% disabled (stats and perks) if you do not have a sword equipped and active at the same time.
Thats a good idea, i usually just pray to "Loot-Jesus", most of the time it works, sometimes i did not pray hard enough.
You need to be praying to Lord Gaben, the gaming god, not Jesus.
That's not the case with the shield though, the stats of a shield only apply when you draw your sword and have the shield out. I'm a tank, I tested it out. If I switch shields with different constitution bonus my health remains the same. It's only once I draw my sword (and therefore shield) that the +constitution stat takes effect and increases my health. Once I switch to second weapon or holster shield+sword the constitution stat from the shield is lost and health goes down. Other stats like strength etc. behave the same.
