These players represent a large revenue stream for games developers/publishers. The rested XP system is a little bonus to help this kind of players along a little bit, and help keep them engaged despite limited playtime.
Even if you think its a bad concept, AGS and other MMO devs know their business and they know that looking after these more casual players is beneficial for the long term health of the game (and their wallets).
Basement dwelling neckbeards without jobs who play 18 hours a day do not keep the lights on for games like these.
Games like Planetside 2 (which was extremely way more competitive) had all sorts of XP boosters granting players significant XP gains over others.. yet it all boiled down to actual skill. I've killed players much higher in level than me and vise versa..
People act as if, a player with 10,000 XP is 50% stronger than a player with 5,000 XP.
To please different target audiences, since not all 500 thousand people or so would be in the same server.
So you have servers of 1000 people each, so in one you can have rested xp, in another no, or less, etc

UO had power hour. Wow, DAOC, and almost every major MMO has had some sort of rested XP or Bonus XP mechanic built into the game that is accessible to every player.
You must be new to MMORPGs.
48h offline, bonus of 40% exp.
72h offline, bonus of 64% exp.
158h offline, bonus of 150% exp.

When I was playing the alpha I was level 43 and just killed a level 60 player with good gear and his mates level 29 and 22 over and over again, because they killed people the whole day and no one was able to kill them.
15-20 Levels difference wont matter if you have the better aim and dodge skills. If someone is 25 levels higher, then it would be hard asf to kill them even with good aim.
People always compare everything. I mean its a complete different game, which has complete different gameplay mechanics.
No one even know what p2w is nowadays. They decleare everything as p2w, if they are not the best and keep winning.
