where the hell are goats NOT sheep

hey guys,
i have been searching hours for goats but cannot seem to find any.
sheep yes, all over the place. but not a single goat.

i have accumulated 12 "kill goat townhall quests" by now.
i have tried the locations of newworld-map.com for "goat" but to no avail.

please help!!! :D

They are a bit spread out. Everfall and Reekwater
