Report a translation problem
Maybe theres a useful tweak or two, idk, Im not gonna watch a long video to find a tip, that can be as easily written as:
Delete ags folder in appdata
Verify files
Change installation to same folder as steam is
Run EAC repair tool
Disable limit background frames
Clean dxcache
Set ipv4 instead of ipv6
And so on. Ive tried all those plus a good dozen more, and while I dont wanna jinx myself, Id say I fixed or mostly solved the huge stuttering. Cities still run at low fps.
when updating new drivers choose custom then it will show a box giving a option to tick for clean install.

And also: Are all Windows updates installed? And are you ahving gotten the latest drivers?
