It resulted in a wattage problem. Means: a better psu and its ok.
If you aren't an actual computer technician, do not overclock your hardware. It's to be done by professionals. Just because there are OC softwares provided by these big manufacturers, doesn't mean it makes you a pro hardware tech. If you want to OC your rig, then bring it to a pro and get it done right.
The same reason people bring their engine to pro tuners and engine builders, because they don't have the equipment neither the knowledge to do it. Stop garage tuning your hardware!
My brother AMD ryzen 5 RTX 2070 Very high details fps 60 in all situation ventilators stoped or 15% and gpu 38-45°c 1440P max fps set to 60 and all is ok
So let us look at this with some reality and FACTS. First off burning out a GPU means that there was TOO much heat built up. That would not be something that a game developer has any control over. That is something the pc owner needs to be RESPONSIBLE for. How is a game developer suppose to know that your PC has poor ventilation and will burn up? How can they address that with YOUR PC? They can not you MUST be RESPONSIBLE for what is owned by YOU!!! No one else. I had a GPU burn up long ago and you know what? The game I was playing had NOTHING to do with it. I have a house full of dogs and the vents and fans got caked with hair, dust, dirt. That was on ME as it was MY choice to ignore the FACT that I should have CLEANED things better and addressed poor VENTILATION.
Next up how can you sit next to a PC that burns a GPU and NOT feel the heat? Again another example of the PC owner's RESPONSIBILITY!!!!!
Of course it is better to blame others so that we can try the old Law Suit route to get free stuff. Good luck with that buddy. If you burnt one card up you should have looked at the HOW, WHY, Cause, Effect, before installing another.
