I know what you mean, I used to play Diablo 3 from here in Chengdu and would have close to 200 ping on the US West servers and I could play with what felt like a very smooth experience, despite the ping being around there, the game right now with that kind of ping feels REALLY laggy. Server optimization is absolutely needed. I also got to play PoE on the Singapore servers and got to enjoy 40-60ish ping, would hope that luxury could exist again.
The problem is probably legal. Thats much harder to deal with.

That's more of a creative censorship. You couldn't have stuff in western media without diversity quotas or portraying certain groups in a negative light, otherwise big brother will soil himself, same crap different toilet. Also, servers are not something they're going to try and censor.
The games themselves have to abide by certain laws before being allowed. Yes, I have my mba and have studied international business law. You literally have to make sure certain things aren't said or shown in countries like china and japan.
The guys doing 'my time at sandrock' have been having a nightmare of a time trying to get their game past the censor in china as well. Might want to look the stuff up.
Same could be said about about western countries and not allowing stuff to be shown and/or boycotted if they don’t follow the status quo with politically correct content. And good for you for having an MBA, I actually have lived in both countries so I see things with my own two eyes and see how it is. East censors boobies and the west censors “wrong think”, as I said before. Servers have nothing to do with that.
You should contact the local state-run media outlet and see if they will run a segment about how you are getting a bad ping in a mmorpg.
Express how big your gaming population is along with how much time and money you and your gaming friends wish to invest in New World.
It might speed up China’s Ministry of Culture approval and net some local servers.

Unless you have really poor internet (I know many do) the only countries which will have issue are india, japan and korea.
Japan and korean player base for western MMO is never worth targeting.
India is arguable, once their middle class has access, it will become another 'china issue' with the players from there.
Outside of that, every other SEA country should be getting <150ms to the AP servers, unless your internet is poorly routed (you can get something like mudfish to fix that, a tunnel service).
The majority of SEA should get 90~150ms which is well within playability. I route from Melbourne to SG with 90-100ms and sydney (where the servers are) routes there another 10-15ms faster.
The onus is going to be on you guys to get routing services for your internet, like australians have had to do since gamings existence.
