Yes, you will need to request access to the Open Beta client through the Steam Playtest tool, on the New World Steam page.
Yes but how exactly If you haven't seen the Playtest tool it isnt very user friendly. Im curious if this is simply worded weird or if you need to do something inside of the playtest tool for steam (which is a seperate thing from a beta download link btw like previous open beta and alphas)

They explain the technically stuff for the dev end, but you can see a picture and get an understanding for what the button looks like when it becomes available.

I've been in play tests that allowed instant access and ones that said apply and wait. I'd guess by how its worded anyone who clicks the button when it becomes available will be given access automatically. With that being said, they could queue us but i doubt it.
