Syndicate Advancement: Scrivener (Seemingly stuck)

I've done my research on this, I knew it didn't unlock until 25 like everyone claims, obtained it at 20. I am now 25, and when I pin it, nothing pins. When I look at Brightwood, nothing is there for quest. I even killed the quest objective and nothing happens. Is this a bug or am I missing something? Any help is appreciated.

I've reset the quest, thinking that would do anything, no. I talked to the faction leader, nothing there. I've obviously logged out since and all that. Out of ideas.

Did it just fine yesterday at lvl 24. You do one quest in Brightwood and thats it.

Are you capped at 3k reputation already? thats the only thing i could see missing

Yeah I been capped since 19, or 20. That's the only thing that really blows about it. Can't do anything to progress it unless I just want the marks not the rep.

Update:

I went to Brightwood Hamlet, and reset the quest. Now it changes and says "Complete missions from the Faction Board, then report to local Magistrate" Go talk to the Magistrate and he will give the quest, then it shows up on the map.

This quest is definitely bugged. Recommend others don't get it until 24-25, to avoid any mishaps if you can't help it. Considering this is the only quest outside of the main that cannot be abandoned, unless you find a workaround it will remain bugged until Amazon gets around to fixing it.

Mine's bugged, I'm level 29 with max 3000 rep and cannot complete the quest. Tried resetting, nothing works.

So what I did was this. Run to Brightwood, the city (city is Brightwatch). Once you're there, go to your quest log and reset the quest. It will tell you to talk to your Syndicate rep inside Brightwood. Once you do that, the objective of that quest will become available on your map. See if that works.

Edit: The objective location is in Walsham's Field. It's just north-east of the quick travel point in northern-Everfall.

Steps:

1. Run into Brightwood
2. Run to Brightwatch
3. Reset quest
4. Talk to Syndicate representative
5. Pop open map and notice objective for quest appears
6. Complete quest

the quest never had a proper marker for me, but I went to brightwood and it told me I had to be level 24 even though the quest you get says level 20. After I reached level 24 I was able to talk to the dude and accept the quest no problem.

1. Run into Brightwood

3. Reset quest

and

4. 'J' -> find Quest "TIRAL OF THE SCRIVENER"
You'll already have it.
5. try "TIRAL OF THE SCRIVENER" quest
6. run brightwood csyndicate scrivener

If you get bugged on any of the Syndicate quests you can reset them by going to the city they take place in, and then resetting the quest. I had to do this for the level 40 quest in Weaver's Fen.

I had the problem to not get the lvl 25 Quest in the Syndicate Enclave. In the end it was the problem that i dit some of the covenant quests and didnt finish them.
When i finished those, the lvl 25 Syndicate Quest popped up. Maybe that helps some of you
