I checked that, and it looks right to me (New World is listed, private/public networks open). Good tip though. I also followed everything in the Amazon Network Troubleshooting Guide[www.amazongames.com]. I do wonder if the UDP port forwarding might be an issue, but I can't change that on my router (no access; it's complicated). Everything else I play works fine without explicit port forwarding rules, though.
I've got a few more things you said you cleared Appdata files is that both the AGS files in Local AND Roaming because they are in both locations.
I know you said you ran as administrator im assuming you did this through the executable? I was suggesting you run the executable instead of going through steam.
Regarding the port issue is I've hosted many steam related game servers before and used the default 27015 port which new world uses, and forgotten that the server would be up trying to play a game which uses the default port and in every case it would never get hung up at the loading screen it would just say connection timed out. Just looked through online stuff someone said if you have an GPU overclock especially with MSI afterburner to reset that to standard. From what ive heard about this game is its very demanding on your parts and sometimes even max's your usage on the main menu so overclocks could be causing a crash/loading issue
