Many players play MMO games because of PVP and restricting it makes the game boring.
Personally, I enjoy the freedom and knowing that I can engage in PVP whenever I like.
It makes the game more interesting when you can fight someone instead of just mindlessly grinding mobs.
I find one of the best PVP happen when players fight for leveling spots or bosses. Such interactions make PVE more fun because you don't stay in your comfort zone and you need to be always ready.
When I don't want PVP, I simply play singleplayer or co-op games with friends.
However, I do agree that losing your items after being killed by someone is a bad idea and makes the game grindy, not enjoyable.
Basically you will always have pvp for territory contest, just you can't kill a guy that is going around just for gathering some materials to finish craft his weapon. But the reward of those quests will be much more then few flints and logs.
And you have that option, others have the option to not do it.
That same logic can be used for your desire for forced PvP. If you want open PvP intersecting with your PvE there are games that already do that.
I had zero interest when the game had forced, full loot pvp. Now that they added flagging and PvP has to be explicitly opted in I am interested. If they change that model back to some open PvP system I'll just go elsewhere. Apparently of the people interested, the developers and the people who played it the 'open PvP' model is undesirable.
I did hear Ashes of Creation likes the L2 model, might want to look into that.
You also have the choice to PvP, just enable it......
The one and only Way PvP should work in a MMORPG is not forced.
Then just flag yourself 100% of the time. I think you will have that option. That opens you up for no-notice, ambush-like PvP to your heart's content!
But that's not what they want. They want to be the one ambushing with minimal risk.
In all seriousness, the only good way to do PvP is to have two rulesets, one for "PvP Servers" and one for "PvE Servers". Opt in flagging for the PvE servers, and always on for PvP Servers. It lets both groups have their fun, but you'll probably still hear the PvP crowd whining that no one plays on their server.
There is zero fun to be ganked by 50 while trying to farm or lvl up. Even when searching for pvp it won't be any fun when outnumbered.
It kills smaller guilds and casual guilds.
Myself enjoyed Silkroad's pvp system.

pve players are the smallest player base by far in every mmo now. Go play skyrim or minecraft. This game was meant to be built around open world pvp. You guys cried and now your game is dead before it launched.
You never make a legit point and just resort to using slander. Why did you want to play a game with full world pvp and full loot drop? This was the selling point now its gone the game is dead. Amazon is not letting people get refunds through amazon there so shook. Seems like you pve people are the smallest community in mmo and I was right and you're just wrong
And where is the fun if you can't kill an ♥♥♥♥♥♥♥ who is stealing your mobs?
I'm more of a solo player and I got pwned by groups a lot but I still enjoy open-world PVP.
