Villager hearts should ALWAYS go up after doing them a favour
As the title says. Getting fed up with how long it's taking Sally and Shiela to move in. They visit, you ask them if they need anything. You get it. Sometimes you get 1/4 of a heart, sometimes you don't. But on the times you don't, what's the point? 🤷‍♂️ It's just a wasted visit. You should get 1/4 of a heart EVERY time you do them a favour.

This was my issue 1.5 years ago when I lasted tried this EA game. The relationship grind was MASSIVE, and I could never get any of these fools to move in. So I dropped the game to wait another year. Its gotten a bit better but still takes 50+ real-life hours of grinding.
It's part of the game, if you keep going, the reward you feel when you accomplish it will make you glad you stuck with it...a great lesson in patience too.

Most of the NPCs move in with less than two hearts. I think your problem is that you unlocked too many NPCs at once and it's hard to focus on any particular one when so many are on rotation at once.

I wrote a guide on this:

I think that buying their goods makes a difference too. Fletch told me, maybe.

It does. You need two haircuts Sally, which I've done. Ages ago. But you don't need to buy anything from Shiela. Just get her hearts up. Which has been difficult. Because she always asks for food i don't have. Then, when I do have it, it's pot luck whether I actually get 1/4 of a heart or not. You really should make progress with NPCs for EVERY favour you do. The way it is now is far too grindy.

You can cheese her requests by exiting to menu and loading in.
If she is demanding something you can't obtain.

Does that actually work? I'll have to try that. I know you can't cheese the gacha machine anymore. I think it was patched out. If this hasn't been patched I'll have to give it a go. Thanks.

Yep it does.
I kept reseting it recently when she asked for things like Prime Roast or meals made of high quality cheese cause i didn't have mats for those.

This also resets her daily meal sale too.

Running into the same problem and some times they ask for things that are just hard to get and you have to wait for them to come back. Is there an better way to get 5 residence to move on with the story???

As mentioned in the last few comments above yours, if you exit to the menu and reload the game it resets what the NPC is asking for, so you can keep resetting it until they ask for something you can actually provide. Not fun, but possible.

Maybe check out the guide posted in this thread for some tips and tricks to get your necessary NPCs.
i heard that failing requests hurts relationship so don't take requests you can't do.
