What's the Purpose of Moving This Statue?

In this area we can move this mermaid statue, but there's no plate to put this on. I tried to find a secret area, and I found this part below the map that we can go inside, but it seems a glitch because we can go to the map from below without changing the map. We can even trigger the part that we change the map from below.

It is there so you can walljump to the area on the right as an intended minor sequence break

What's funny is I must've missed the part of the game that mentioned wall jumping because I didn't even know it was a thing until the last area.

You didn't miss anything, the game only teaches you about wall jumping and only requires you to use it after you get to the Industries Outpost and Factory, so you can use it on subsequent playthroughs and to backtrack more easily. It is available from the start if you already know about it, but until those late game areas the main uses for it are sequence breaking, optional shortcuts and collectables.
