Since the U4 , there is no more limit for the range of a district, only a good well-being increase the speed and the work-time of the beavers ...
Are you sure than you are playing on the experimental version 6 ?
On which map are you playing ? and also you must have somes bad water sources on your map ...

As you can see I placed paths up this hill and was attempting to dam the river near the top and the game was telling me I could not build because it was out of range of the district. I also could not remove blueberry bushes. The blue border would not expand farther when I selected the district. I moved it closer and the borders stayed the same. I finally gave up and used developer mode to force the completion of the build... At this point I did end up putting another district nearby on the other side and it did expand correctly for the new district but I thought it was odd that it was imposing distance limitations on where I could build.
I am definitely on experimental version 6. I went into steam properties and under betas selected that version then migrated my save files over to the new save folder. I have 3d water too.
