There is a bug, water can only step down slowly. Reported it some time ago.
You can send 42 cms down a 2 wide 4 deep channel, generating 5000 hp per waterweheel, but if you don't sent it of the map, but then try to drop it into a lake, you need a area like 20 wide area to do so. otherwise it will back up.
if you like to test it, create a badwater source (you can make them very strong) and then make a flat channel of the map. it works. make it go down somewehre and this gives a severe restrication.
Two other things that help: have multiple gates on different heights and add resrtictions (flood gates), start the flow slowly and then build up. use overhang and metal floor to cover, espoically right after the gates. pressurized water can now also got up adding to sliosh effects.
On way to have water step down is to create overhangs into to lower section. You can the nicely see the water level dropping, while you dnon't have any slosh back, as you know have enough area to have it drop down.
1. To keep water to drain out of the river at 5x flood gate at 80% and it's where a pump water for beaver
2 The dam to keep the soil irrigated longer when both reservoir are empty. 5x dam at 65%
3. The first reservoir I created to survive early game. 1 sluice at 70% and 4x flood gate at 85%
4. The mega reservoir with 1 sluice at 50% and 4x flood gate at 85%
The water from the flood gate appear to go from the bottom of the flood gate even if they are at 85%..

When both reservoir are filled. The loop of flooding and drain start for the river. They continue untill the drought ( at least it's only 1-3 days)

The river the Dam is under the Water pump.
When the flood at the start of the river begin the water stop moving at the end of the river as you can see no water beyond the last flood gate. And only when the flood stop that water pass the last flood gate this take alot of time and it loop.

The only thing I think could alleviate the slosh of the water will be to reduce the last flood gate. Seem 80% of the river is too high when the water goes from the flood gate of the first reservoir. I will test that soon, now I have to wait 25 days to make this test.
First mega reservoir Flood gate at 95% all fine the reservoir didn't spill anywhere other from the 4 flood gates as this map have 4 water source.
Second Reservoir have a corner and is wider than 4 wide at the top layer. 4 Flood Gate set at 95%. Should work fine as they let the same amount of water out as it let in.... But no small flood happens during wet season, 1 tile wide around the intake of water for 5 or 6 long on repeat. If set at 90% no flood happens.
The main river is another story. The last flood gate is set to 75%. The flood nearly cover all the city as the water goes from 75% to 1.20% near those flood gate on repeat.

The only issue I see is that river are irregular and at some point even is the river are 3 wide the junction are only 2 wide. Last thing to test will be to make sure the river is 4 wide all the way with some explosive. Not yet unlocked.
