1. You already have way to put water away for badtide.
2. With current water implementation, water can flow pretty quickly, so you would not have flood, but fast water. On my current map, I am running water through 2 floodgate set to 2.5, so gamplay change for me would be set it to 2.0 ?
Dont take me wrong, flooding sounds thematically and logical in water game. But there must be more effects that player could play with it to be interesting.
