I can blow up blocks, but how do I fill in blocks?

You need to go the tab Landscape then unlock Dirt Excavator then unlock Terrain block, after that just place Terrain block.

Anytime, best of luck with it, you can create some crazy things with Terrain Blocks.

Be careful of the arrow on top of the block. It means "place from the square facing the base of the arrow" or "work THAT direction". It is possible to place blocks in a way that the beavers cannot work on them. Try a couple of experiments before placing hundreds of them to fill in a crater.
