DLC indeed seems like the best approach for a new faction, because creating it from scratch would be a lot of work, but furthermore the kind of work best undertaken when all the core features and mechanics are set in stone. Because, at this point, a third faction would need A LOT of stuff. What do beavers eat? How do they rest? What are their unique techs? What is their wonder? What is there means of advanced transportation? I wouldn't be surprised if this "to-do list" only grows by the time the game releases.
Sort of like a 50's B movie, transformed by all the pollution from hooms. very bad at food but a form of bad water hydrotech so later game advantages.
Any other suggestions? Just for the fun of it.
