wrong game!
I was thinking the same thing. There needs to be a combat system. Then I noticed this game is just a light hearted city/pop management system game. Combat would be out of place in this game. I understand where you are coming from its just not the right game for it. Now there are some great stronghold games out there that do city building with combat.

There are countless similar games with warfare - "Manor Lords" is currently on sale, to name just one.

This is a game about Beavers, "city" building and water mechanics. Who or what would you have beavers fight with?

Beavers are herbivores so they don't attack other animals though they may be predated by larger carnivorous species against which they have no significant defence. Battle over before it begins.
While real beavers are territorial enough to justify combat system, devs would need to remake half of the game to implement it (pathing to support invasions and off-grid movement, full construction planning to auto-rebuild and re-landscape griefing) - and all that not even counting work on combat system istelf, which is huge, and also multiplayer, AI or enemy waves to make use of it, which is even bigger. Probably better off as a new game - Timberborn 2 maybe, if devs would want to make it this way.

Beavers do have enemies and if beavers are changing who says other are not as well. Again war is not what this game is about but its not because beavers do not have enemies.
