you can use a dam to narrow the flow of the river to speed it up.

This setup allows both movement and power transmission across, while, again, generating more power than just a row of wheels. Plus, I like the look of it, personally. But, like I said, it's expensive.
Would have worked even better with just 2 wheels and everything else blocked by levees -- the water doesn't seem too high to overflow such setup, and it would be cheaper.
But Alcators hint is cheaper.
