Can u please explain "Custom"
- What does the % mean at starting adults/childrens age?

- What does the "drought duration handicap" change?

its probbably the percentage of their age, so for children, the age till they become adults
and for adults the age till they die

The Drought duration handicap as far as I can tell makes the droughts for the specified years that % shorter. So if your drought setting is at 5-10 days, it will last for 2.5-5 days instead for the handicapped years. It's to help start out easier since you wont have as much stored water available. And it increases the difficulty later on instead of being a complete staple....

And the % age I think is the age range of the starter beavers. Like if they lived to 100 days (I'm not sure the actual age limit it but its around 70 or so I think) and you had it set for 10%-50% they would start off at ages 10-50. I think. Might be wrong though.
