You can create a custom game and severely limit any of the environmental hazards and beaver needs to make the experience as painless as possible, but you'll still have to plant/collect/harvest/research/etc in order to build your beaver cities.
There is a map editor though, so you can build custom maps to your exact specifications fairly easily
developer mode gives you the unlimited resources, instant build, instant spawn beavers, etc.

dunno if there is a proper way, but you can just select a storage building and there should be a button to fill it.
IIRC there is a modifier key you can hold down (I cannot remember which) that lets you put down the completed buildings so you don't have to spend the extra time clicking that field full of dynamite twice, individually.
