How do I migrate?
I set up a second district center. I have 6 unemployed beavers in my first district. I set the minimum population of my second district to 5 using the migration function, and it's telling me it will take units as they become available, but no one is coming. My second district is just sitting empty.

Nvm they have to be connected by land/bridges/stairs.
