As long as you have a storage spot for the imported medicine, you should be fine without dandelions.
You can import any extra dandelions instead of medicine if you want your healer to be "busy," but I don't think it's super necessary.
The Healer building doesn't need to be powered for creating medicine either. It's not a powered building.
For your first sprawling District one medic with dandelion storage can easily handle it.
If you have a distant high-injury district, just plop down dandelion storage and a new medic, since storage carries the same amount of medicine VS dandelions.
