Why no pathway over floodgate?
Is there a reason? It's annoying.

Just a design choice.

You can generally build platforms around them if you need pathing.

Looks way better to build a nearby bridge though and RP like it's a tourist spot >: ]

Floodgates have the 'pointy' roofs above them, making them unsuitable for paths.
You could always place a hanging bridge above them if you really needed to path exactly above them, but with a bit of forethought, you should be able to build a platform path next to them.

It annoys me too.But then, thinking about dams, I think the best way is to build 2 rows or even 3, one dedicated to floodgates, the other[s] dedicated to walking around, with stairs going up and down etc.

I built steps and an underwater path between them.
