I agree with this.
Usually, I have more than two building to be built at the same time. However, I try to focus on specific projects, such as building new levees in a specific area, a new housing complex or a new food production chain. At the beginning, it's not a bad idea to keep it at a low scale so that I don't have more than three to five projects at the same time. Once I have a stable flow on logs, it's more flesible and I go for bigger projects. So I wouldn't stick the entire game on only two building projects at the same time, but at the beginning, it's not a bad idea.
