But usually I have to use satellite camps for things like scrap metal that only house the bare minimum of beavers. If I'm playing Iron Teeth, I'll manually transfer beavers to them. If I'm playing Folktails, I'll keep them at minimal population for whatever task they need to do.
Mostly I just do mining camps now -- with golems, and no need for housing or food/water etc, it works out. And the free storage was a crutch/exploit, really, but its a lifesaver if you screw up hard mode.
I tend to make the districts self-sufficient for food, wood and water (less than 20 beavers); but have a central "settlement" for industry; making golems and whatnot; but as said above, it really depends on the map and what I am doing.
At the moment, I am experimenting with building all of my settlements over the rivers/lakes; minimizing the things I put on land to roads/flags; and of course those pesky "ground only" buildings (like the temple). Right now I have 160 pops in 5 settlements; the main one with approximately half that number of beavers, a second with about 35, and the rest with between 15 and 25 each.

Thanks! I posted a screenshot or two. I have done it on two different maps thus far (Plains and Lakes) and both times with Ironteeth Clan, since they have that cool lumber storage facility you can put on platforms, not to mention the deep water pumps; which work if there is a lengthy drought.
did you know you can just delete and remake district center a little closer, build the last bits high priority, and move it back?
Tip: It helps to set aside building footprints for things like temples, campfires, rooftop patios, etc. At the beginning, you won't have the resources to spend on them, but later on you will, and it will go a long way in helping your beavers to be happy.
