The way to store water to any height and have access to all of it downstream is build your dam except for 1 column of it. literally the 1 space wide hole from bottom to top will only allow a limited amount of water through the dam letting you have the steady flow and all the water behind the dam available.

Can you screenshot what you mean?
I did figure out a way to to do it with the mechanical pump... BUT per 4 levels, you're spending that 700 hp so, It does come at a pretty big cost.
If the dam is 3 or more levels below the floodgate then it will flood the area, but if its 2 or less then it doesn't flood which means we can still only build up to 5 high.

the devs need to develop unlimited floodgates by having bottom gates
