Report a translation problem
The point of the game is to dam up the riverway so that it doesn't drain during the dry season. When you do this, the water stays (or evaporates very slowly) and you won't lose your water and grass. You should make this a priority before the first dry season.
Pretty sure they do.
Last run in Canyon on 2nd dry season, I stopped all water pumps with water left in the river. At about 3/4 into the season the river dried up. The exit blocked, pumps offline.
Sure, it lasted a long time, but it was consumed.

Blocked down the river to keep farm and trees alive. In 2nd attempt the water pumps were turned off around 1/4 season in.
Haha.... oh.
You can slow down by removing campfires and/or houses.
If you need to reduce the population, you can close your farm and wait until enough have starved to death.
let them work 18h a day so they don't have enough time fore social activities (keeps fertility low.
