I know there are work arounds here or there, but water was just one example. If I'm 5 planks away from finishing building a floodgate before a drought, I don't want to keep the entire town up 24 hours for the 1 builder to finish before the river dries up. If a beaver dies of old age and they work a key role like a distribution post, I probably won't notice that until beavers in another district start to get hungry and end up dying off... which means I want a new beaver to take over that role and get to work ASAP while the rest were asleep.
There are just so many instances where I've wanted one beaver, or one building to finish one job before the end of the day, but in order to do that, I have to keep everyone, in every job, awake for the entire time.
To each their own I suppose. I enjoy the game is more casual and I don't have to micromanage every building and prioritize every characters work duties with the standard 1-5 system. The game does need some more complexity to it to ensure longevity though and maybe something they are working on. As for right now, the best option you can use is set the priority of the building project, or whatever it is to high and ensure all available beavers are getting it done for you.
If you enjoy that level of micro-micro management, of having to set the hours for every building, this game is not for you.
When I'm bouncing between 3 or 4 districts that span half the map, I'm not going to notice the massive die-off of old aged beavers that were manning vital buildings in district B until I see hunger or thirst warnings over their heads.
Or I start excavating a bigger water channel for a reservoir during a dry season but then see a drought warning, I want to make sure those builders laying the dynamite work their asses off to finish that project while there's still water flowing!
How many times have you noticed you build something and all of the workers stock the supplies it needs but then head to bed for the night without actually assembling the building? Need a large house to expand the workforce to produce the materials to feed a new district, but NO! The entire process gets delayed by a day because a beaver was too lazy to put the extra 2 hours in to finish stacking logs together. I need to have 100+ beavers all stay awake until the job's done, instead of just that 1 building hut stay awake until the job's done.
I do not micro manage the beavers, like you are trying to do. I set up what I would like done, make sure they have the materials to do it, and let them have at it. They will get it done when they get it done. Keeping them happy, with all the working buffs makes a huge difference in what they get done in a days worth of work.
Also make sure your paths are as straight and as short as possible.
