You goal should to water your crops/tree and pump it, right ? You really don't need a specific placement, you just need some water flowing here.
You can just block off the end of the river that lead right to the lake and build 3 floodgate lv1 (3 in case you messed up at some point and need to remove more water).
During the drought, close them, otherwise open one or two of them and you go yourself quite a lot of water already.
Then you can work toward setting one layer of levee on both side of the river up to the small drop next to the berries. Since there is a moutain on the other side you will also cut on the cost. And replace the floodgate by some lv2.
Put some platform over the river and pump from here to save some space to grow stuff. Here you go, that's enough for 100+ beavers in normal for quite a low cost.
Placement of the water wheel is irrelevant as long as the water move and it's shalow.
Later it's best to just make a (somewhat) big dam and only let one tile worth of water flow and feed your beavers/crops/tree/waterwheel. You can do this by putting a dam upstream (after the berries, between two elevation) and wall the large part near the metal, in the north, to avoid overflow here. That's a large 1 deep area and a small 2 deep area (the river itself)
Oooooooorrrrr just be lazy and put some levee around the lake, leave one tile open to let it flow slowly to the end of the river/map and build here. There is even some metal, AND you can just destroy your district and rebuild it here whenever you want because there is already some stair here. You won't find enough berries and tree in this area though, so it's probably best stick in the first area untill stuff grow on it's own.
You and I are on the same wavelength. I had woodchips rattling in my head as to the exact point where I wanted to put the gates. I've been putting them up by the lower-level berries and a dam at the end of the lake by the river. But your idea of putting the floodgate at the river/lake junction is exactly the thought that's been escaping me for some reason. That solves a lot of issues I've been having.

Go to the Dams 101 section, I have a guide there to dam locations for the Prairie Map and some general advice on dam locations. Haven't got the pic in for the 3rd good spot, but it's kind of obvious once you think about it. Will add that pic today, need a shower first and more caffeine.
Otherwise I usually place my first dam at the narrowest part of the river before it exits into the lake to get it built before the drought hits. And then a line of floodgates 2 above the berries to have some spare water before I get around to building more dams further upstream and downstream.
