First of all: Recently Discord had an update that causes NVIDIA GPUs to not run at full speed, so if you have that running on your PC you need to follow this short guide for a fix: https://nvidia.custhelp.com/app/answers/detail/a_id/5443/~/when-discord-is-open-in-the-background,-graphics-card-memory-clocks-will-not
(It's gonna be fixed via drivers soon, but this works for now)
Secondly, the Index actually only officially supports 120 Hz, with the 144 Hz mode being experimental or in other words: an overclock of the display. (source: https://www.valvesoftware.com/en/index/headset just below the details of the display, near the top of the page)
You could also try contacting Valve directly (if you haven't done so already)
You can do that here: https://help.steampowered.com/en/wizard/HelpWithValveIndex
This should take you directly to the support page for the Index, where you can click "Contact Steam Support" and send a support request there as well.
I know it's probably not much help, and not what you wanted to hear (especially that second part), but I hope this helps at least a little.
I'd just use 120 Hz, which is great already, and just check every now and then if a Driver update fixes the issue.
best cased scenario is you will get a canned response MUCH LIKE IN HERE!
