Room Size 8x5.5ft
Is it possible to use this reasonably comfortably and safely in a room size of around 8x5.5ft?

I know minimum requirements can still be pushed in a lot of circumstances, and a friend has an Oculus that has no issues in a room of this size. I want an Index though, I do not support Facebook.
I also presume there are zero issues using it seated, so I can't imagine why a small room would be a major issue.

I eventually plan to build a second computer for my living room, but for now this is my only option as I don't want to spend $3k on the Index + a new computer.

as long as you are aware of the surroundings it will be fine.

I presume it offers the ability to draw a boundary line, and also make it clear if your stepping out/close to it?

Naw, the index doesn't look quite as clear when you come up to the boundary as the occulus.

The issue is more about your hands tho, they can swing outside the boundary w/o that telling you what'sup so crash goes the $300 knuckles....

You can download different apps like fpsVR, OVR Advanced Settings etc to set up your playspace exactly how you want it.

This includes height of playspace walls, colors of it along with you setting at what lenght the wall should show up when approached and even sound alerts or outside camera activation.

There are so many possibilities to create a safe environment for you so you never have to think about whether swinging your arms will hit something.
It just takes a bit of setup and understanding but it's pretty straight forward.

At the beginning setup of SteamVR when turning on the Index for the first time, you can choose between two ways of drawing your playspace. Normal and advanced. "Advanced" will let you draw it in details, whereas "normal" will draw a straight line from every click on the trigger of your controller.

It's important to state the fact, I think, that a big playspace doesn't equal a more enjoyable VR adventure.
In the beginning (first few hrs) yes, it's nice to have the space while getting used to the realm of VR, but, after that initial step into the world has become more "trivial" you will only need approx. 1-2 feet from your arms lenghts in order to comfortably enjoy your new toy.

Congrats on choosing the Index..
I am about 2 years in and still find new ways that'll get me excited to keep using this awesome medium.
Gaming is not all it has to offer..
Drawing stuff, exploring the universe in Universe Sandbox or Space Engine, flying around our little world in Google Earth VR etc are all experiences you just cannot get anywhere else.
