No matter what I do, my Valve Index and HTC Vive both say camera not available in StemVR. It worked when I first got my Vive early 2018, but stopped working at some point over a year ago. I have got it working once since then, but it soon after stopped working again. And strait out of the box, my valve index still said "camera not available" no matter what USB port on my PC I used, whether it was the steamvr beta or not, or how many times I re-installed or deleted all steamvr related files.

Hello there,
Thank you for your patience.
Based on the report your cameras did not install when you connected your Index as you mentioned.
I would recommend removing all non VR USB Input Devices from your machine, the Index requires a large amount of amperage in order to function properly.
Secondly, please make sure that USB power management is disabled. This can sometimes prevent your headset from communicating correctly.
Reset your SteamVR USB devices from Settings > Developer > In the 'Reset' section, click 'Remove all SteamVR USB Devices'.
Disable Windows Enhanced Power Management for SteamVR devices from Settings > Developer > "Disable Power Management." Then, shut down SteamVR.
Disconnect your VR equipment (unplug the power as well)
Restart your computer
Reconnect your VR equipment, start SteamVR and retest the issue.
Disconnect and reconnect your Index, make sure the DP and USB port are directly connected to your motherboard, do not use an hubs, adapters or extensions.
Let us know your results.

I also tested the Valve Index Headset on my brother's computer, and it worked just fine without any problems. But still isn't working on my computer.

Thank you for following the steps.
What is the major differences in the computers?
This makes it a local issue. We can assist in determining what programs we do not recommend for you to run, but if the issue continues you may need further narrow down what the different are between your brothers working computer and yours.
I would recommended opting into the SteamVR Beta as well, currently you're utilizing the public build which does not have all the new updates that have been recently released.

Well his system has a ryzen processor, and a gtx 1060. He mostly uses the rift for VR, but plugging in my index for the first time allowed the cameras to work. We moistly run the same software like discord, shadowplay, obs, and games of course. But some software I run I know that he does not is Bitwig Studio, Wallpaper engine, and ShareX.
I have installed OpenVR Advanced settings in the past when I was using the Vive, but deleted it when I re-installed SteamVR when I got my Index. Again the camera on my vive used to work at some point, then is stopped and I tried this fix https://www.reddit.com/r/Vive/comments/agt0v8/another_fix_for_vive_pro_camera_not_available/ and it did work once, but never worked again and the same file on my brother's pc has all camera related options on false, but still works anyways.
And I have tried running the beta before, and it did not work, but I will try again.
And if there is a way of completely removing all steamvr related files and reg edits, I think that may work, or make things worse.

From your earlier SteamVR system report, it appears that you currently have the camera disabled in settings. This may have been inadvertently caused by a SteamVR update. Please make sure that you have the camera enabled under SteamVR > SteamVR menu > Settings > Camera, and make sure that the appropriate options are check for how you wish to use the camera.

If you continue to have issues after that, performing a Clean Boot of Windows (while leaving the Steam Client service enabled) is a good way to check that this isn't related to interfering software on your computer.
Let us know if these suggestions help. Send an updated SteamVR system report if you continue to have problems. A Windows system report for your machine would also be helpful.

Have you tried changing the camera permissions on the operating system?
If not, go to Windows Settings> Privacy> Camera and enable "Allow apps to access your camera"
The setting was off on my computer and after I enabled the camera access started working.
