LOL - ZERO chance of that happening - the game was published under EA and they lost the Tolkien license years ago. Maybe a 0,00000000001% chance that it might surface one day on GOG.com. The biggest constraint is the license that's involved with the game. Unless GOG reaches a deal with Tolkien Enterprises (or whatever they're known as) you won't ever see the game again digitally (on PC at least). Not saying I'm 100% correct, there are most likely other factors too, but it sadly won't ever be on Steam.Ever.
PS: You're missing out on some kick-ass mods, not to mention the fact that the console DLC maps are playable nowadays on PC too ;-)
