I heard that all seasonal costumes get added to a vendor for you to buy for a high price, but i do not know which vendor (i don't think it's raggs) or where it is.

Such special outfits aren't available at Raggs' shop but at the other vendor: Tough Corner.
One of these shops is located in Pinewood village, another more hidden shop with an extravagant item selection can be found in that Rusty Canyon section with the steamboat.

Getting to it used to be a pain as it is located in a cave high up a mountain wall. Haven't played a lot since the update which added a jetpack; maybe it's easier now to just fly up the wall to the cave? Previously the steamboat needed to be placed at a certain spot to be able to float over to the cave with the aid of one of these Dandelion thingies.

Wish i could go there more often, i wouldn't mind doing what's necessary do go up there but that whole zone is severly unoptimized - lag, crashes, long loading that seems to trigger memory leaks and crash my computer. And it's about the only place that asks me to lower my graphic settings to medium in the entire game.

The whole area is kind of a pain even if the set pieces are pretty cool.

Does the jetpack actually let you get enough height to fly up to it? Always seen it around in ragg's shop but was never sure if its worth buying.

I haven't bought the jetpack yet... got about 5.000 pearls right now, but I'm so stingy!
Here is a picture to illustrate an easy way to reach the Rusty Canyon TC shop:

Now I have visited this Tough Corner; at the moment only Geralt, Caleb and Scorpion outfits were on offer. Currently the Pinewood TC's only special outfit is Sub-Zero's suit for me.

yeah i know about the steamboat, its about the only part of the game that KIND OF feels like a slog lol its a lot of waiting, and that boat is very slow. Onirism generally has a good pace but this was an odd one.

Yes, the entire first part of the Rusty Canyon map is about deliberate planning routes to access new areas with all the floating. It really slows down the pace of the game, more so than other parts that also have jumping and climbing.

But now I think I really NEED to buy the jetpack to see if it might facilitate movement in these particular locations full of crevices and chasms.

Edit: now I've bought that thing. Although it does increase Carol's mobility, it still won't help reaching the cave entrance to get faster to the shop. I assumed it would be a true jetpack, but the item's name already says it all: this is a JUMP pack. It adds a rocket-powered additional jump to Carol's movement abilites. So more of a third jump after double-jumping. Still cool and nice to have, and at only 750 pearls it wasn't so expensive after all.

You can still gain height with it: Your double jump is renabled after using the jump pack, and you can get around the delay on jumping again after it by pixie dashing.

I gotta practice this! Buying the pack seems like a valuable investment after all. Besides, Carol wearing it on the back as a high-tech fashion accessory looks really cool.
