So what is the point of having levels at all?
That being said, everything that is your level is killed just as fast as in "The New Colossus", if not faster.
Higher level enemies exist to gatekeep content, so you can't rush to the final zone in one hour.
The difficulty, as far as I know, only affects how much damage enemies deal, but it doesn't seem like they get more health/defense.
Bottom line:
It isn't like in "Oblivion", where enemies could steamroll you later in the game if you train your char wrong.
They just get adjusted to your level, so you can't kill a huge robot in just one shot.
I played till around level 30, and everything dies just as fast as in the beginning... and even faster than that, cause of weapon upgrades.
Pff yeah, that's also possible, I think
But since I play this game either solo or from start to finish with another person in coop, I never had a moment where enemies had a lower level.
