EDIT:
Have already refunded this game, and will not even put more effort into it, play time says 64 minutes, and not a single minute was actually playing, just trying to connect with a friend. Terrible system for co-op.
1) set all steam profile privacy options to public.
2) started solo game mode and then quit to menu.
3) manually search & added friend. (beth username)
they appeared in my previously blank list & connected.
probably won't help but can't hurt trying. good luck!
This error actually comes from having incorrect Timezone settings on Windows. Adjust your clock settings to show the correct timezone and this problem goes away!

Wait who's time zone there's or mine? my time zone is correct for where i live,
