Game not available in my country's store?

Hi, every previous game is available in my country of residence's store (lebanon). For some reason, this isnt? I tend to travel between a few countries alot so its available on other stores. Issue is I wanna buy a copy for me and friend who lives in Lebanon, is there any way to get this done? Also, anyone know why this particular entry in the series is being region locked when others weren't (at least werent region locked for lebanon)?

Im aware of that, the issue is i would like to gift it to someone in lebanon (its weird how lebanon isnt listed as a known restriction even tho no one on the lebanese region store can see the game's page).
But thank you, im going to keep looking for an alternative.

You could buy a key for the Bethesda Launcher and give that to them.
