If your gear is really bad for that slot, 14* weapons are bad and most 15*s are not good enough. Your units might be fine if you picked up good rolls in Tokyo Rainbow, if they have good attack affixes, you just keep them.
Photon Sphere (You might be able to buy this for cheap) -> Photon Boosters -> Weapon SP Badges -> Weapon SP Badge Exchange 1 for Novel gear which is a decent start point.
Your goal is to be able to get to XH Cradle (Get triggers from Alliance Shop) or Breakthrough Training EP6 (Rotation as the 4th daily) to be able to get Weapons Badge 2021 which you can then use to get Rinza weapons / Liberate Unit directly. You can shortcut your weapon with Fluxio if you can solo or have people to help you to clear CM3 (Challenge Quest, doesn't require gear but you need to know how to play a specific class well). After that, it's just a straight sprint to Cras via Ultimate Quest's Sodam Depth 50 for a Graeae Stone.
If you want a decent upgrade for gear, Divide Quest -> To either get a Liberate Key from titles, or get Emblems (You can also get them via Divide Medals) to be able to generate good S5s. Check player shops for good SSA capsules and always load them into your weapons first.
Change class Excubes for Affix Transfer Tickets, you might be able to find good affixes from the player shops and just transfer them with adding a capsule instead of trying to build from scratch. Else you'll have to plan and dig the player shop for hours to build something good.
Realistically, any 12 player content is miserable to do solo because the game does not scale to player counts. 4 player content is doable but will be slow, solo content will be fine once you have the gear for it. Divide Quest is the only end-game relevant place that scales to player count IIRC.
P.S. Excubes -> 250%RDR and Mag Level Down to fix your Mag. Standard PSO2 requires infinite 250%RDR by Weapon -> Excube -> 250%RDR -> More weapon drops. Excess Excubes should be scrapped for Grinders and sold to the NPC to fund Item Lab costs.
It's easy to get a couple fluxio by playing Etoile if you make a bit of effort to get gud, as Et is the simplest and easiest class to play, and is capable enough for 2~3 solo fluxio drops within reason with some practice.
You do need a small amount of actual game skill, though. Like, you may need to have working fingers and not just facemash a keyboard until things are dead. It's a 13~32% damage bonus depending on kit, with the utility of S4/S5 compatibility.
Fluxio also changes forms for free, so it can be rekitted to whatever you need on the super cheap.
Featured LevelUp quests drop weapons badges you can use to farm keys or things to get gear or triggers.
Collection File has 15* rares just for completing EQs, and they come at +30 to start. Use these to start. If the weapon class you wan't isn't available in the Orbit collection file, fall back on Croesus. Ignore Millio, it's pointless and doesn't deserve to exist; it was relevant in JP as Croes was the drop-only superior version of Mils, but since both are collect-file in NA, Mils is just a worse version of Crues.
These do surprisingly good damage compared to other 15*, and are probably the best thing to use until you have something actually good. +15~37% damage bonus depending on how hard you kit it.
Play story mode for two(!) Chronos stones. It's not the best weapon in the game, but it is something like sixth best? Very serviceable lategame, very easy to acquire. Definitely viable to use for 99% of content.
You want to mix Lumia weapon with Val weapon of the same class, and a chronos stone, to get a 14* Atlas weapon, and mix that with a bunch of excubes or something for a Atlas Ix weapon. You can buy these in shops even I think? But you can also get them for Team trigger Drawn to Darkness. It's hard to get someone to baby you through it, but if you can kill mobs solo, it's a slow grind to get the Lumia you're after.
Look out for EQs of it, sometimes you get a group doing those.
There's another few Chronos stones for simple stuff, like doing divides a bunch, getting some titles, beating up a dragon boss 10 or 50 times I forget which. These are very much viable to use, don't discount them as trash just because they're old.
Once you have enough emels from divide quests, get the Redux potential for a substantial damage boost. With redux, it's 18~40% damage bonus, plus an extra utility slot which will probably be occupied by 30hp heal per hit in the end.
Since the cost is very low, I recommend aiming for these right away, possibly even before Collection File weapons.
If you play Etoile, it might be worth spamming the heck out of Malevolent Void or whatever trigger it is. Do enough of those for a circle stone and combine that with Starquake weapon for Trailblazer weapon. It restores PP completely once every couple minutes when you run out, and has decent damage multi when you have Redux pot, so it's good to toss on Etoile or /et classes. 17~43% damage bonus depending on kit and potential activation.
If you really, really, really like Wands specifically, a really good one drops in the LV100 extreme training, which is reasonable to solo once you have some not-awful gear. It basically has the opposite potential to Starquake series; if your PP is full, it drops to 0, slowly goes up by 5 per second, and everything costs 1pp until it's full. It also has a Redux pot to keep the damage relevant. 24~39% damage boost with redux depending on pot and sga.
If you ask around a while, you can probably get people to carry you though Face in Abyss fifty times eventually for an eyestone to make a Class weapon. It'll most likely give you the S5 you want, but if it doesn't, you can formchange it to the one that does,(ie gunslash) and then change back, for a lot of goldnia/goldwhatever, which you get from 13* desynth. Just make sure to affix it with 8s 100% fodders so you don't lose slots. Cheap s1~3 SGAs are good placeholders to take up slots.
12~45% damage boost depending on kit and pot activation, and the highest attack stat in the game.
Pick up a bunch of darkweave gunslashes and boost it to 35 for the 30/hit healies, that's super useful on a lot of weapon classes. Don't worry about slots, just use it to make the S4, and SGA transfer it to whatever weapon is the destination.
You'll also need desynth junk from 15* weapons as well, so be prepared to grind for that too.
Rivalate and Class series both have a pretty hefty upgrade cost to go through, which will need some UH farming. Atlas and Traiblazer are comparatively much cheaper and easier to get, so it's worth starting there, and you can very easily get enough Atlas to kit out an entire class to start, and change it to whatever you need later too.
If you build your S5 from a Liberate, you can immediately start working on any Darkweave you get since you won't need to redo your affixes, you can just replace your weakest stat later when you reach Depth 50.
The investment is pretty small/cheap too, just to get a redux pot for doing divides, which you need to do a billion of for crass units anyway, and then saving some mesetas for a 6/4/5 for crit, or 4/3/4 if you want to be el cheapo, especially since the reinvestment to move that over to class when you get it is trivial late game.
It'll be about par with a darkweave wep, can be formchanged for off-main class weapons.
That said, I did neglect that Darkweave weps are fine too, pretty close to Atlas in damage, and even cheaper/easier to get if you can convince people to carry you through Face.
For solo, Atlas may be easer easier I think, albeit probably slower to get, but for pubbing, Darkweave is basically a shortcut to atlas level of damage, and can be reused to upgrade to lightweave, but can't be reassigned down the line if you need an extra wep to multiclass.
I tend to look at things from the perspective of the cheapest way to get the widest class spread, though.
