2. You can use it on a female character but it will change your body type to male human. There's no restriction from changing between the two at any point in time and if you have the body type sync disabled, you can have them with different body proportions.
3. If you unlocked the outfits for a character, they will stick with your character as you move. The C-Space Blueprints is account-wide when you unlock them. As long as you don't just leave the tickets sitting in an account-shared storage before moving ships, there's no problems here.
