I've linked to a utility to check if your system will be able to run the game by supporting AVX or not. If not, then if you still try to run the game it will complain about a missing file 'pso2bridge.dll' even if the file is right there in the directory. Using the official launcher will tell you that your system doesn't meet the requirements and to update your hardware.
The failure of Steam, SEGA, and/or Microsoft to detect and tell people that their system is NOT compatible due to missing AVX support is what bothers me the most.
I still believe that Windows 7 SP1 is the best OS for gaming. Vulkan will get enough updates to make it a viable replacement for DirectX nonsense once devs realize how powerful it can be; I have witnessed this firsthand in Path of Exile. The primary issue left with Win7 has been manufacturers that have dropped support for it by not releasing Win7 compatible drivers. Usually the Win8.1 ones work but sometimes they need to be tweaked a bit to do so.
From most reviews, it seems I'm not missing out on much. SEGA wants to force the requirement of AVX for their weeb-tastic game. Meanwhile WarFrame (arguably a much more high-fidelity and realistic game with a LOT more particle effects and physics) runs smooth as butter even on my system. I know what I'll be playing instead.
Not pay to win if your System is to old to run AVX. This isnt new tech. Its been around a while. If your system is a 2016 potato or older i see your issue.
Go to a pawn shop buy anything.... ANYTHING from 2019 or newer and you will be ok.

Digital Storm has the best gaming rigs for cheap. 1k American can get you a system that will run ANYTHING out there at best performance. As long as your connection is good also.
but the new engine is garbage so it runs like trash on everything anyway so who cares and final fantasy 7 on base ps4 looks better than this game on ultra and it runs better.

the game was coded for pc by 12 year old interns at sega and the launcher was made by a drunk high school student because the text dont even line up in the boxes
Windows 7 support has long-ended by Microsoft, you should seriously consider updating to a supported operating system. Win 10 was a free upgrade for 7 users when it was launched using the media creator tool, anybody was able to access it. If you don't then don't blame anybody else when your computer is compromised by malware or has compatibility issues with new software and games. Microsoft won't help you and software/game studios don't make a habit of creating new software to run on an end-of-life OS.
Also, win 8 and 10 both do not have 20x the memory requirement as 7, minimum recommended RAM for win10 is the same as win7: 1GB for 32 bit, 2GB for 64 bit. THey also have the same hard disk space requirements.
Your HDD size is irrelevant to the game performance by the way, assuming you have enough space to contain it. I'd expect a GT 720 to really chug with New Genesis at least but PSO2 should be fine.
The only area you have a point in imo is that SEGA should've had New Genesis be a separate install for users who only play PSO2 so they wouldn't have to deal with the additional storage requirements or any other potential problems with a brand new game, since there's probably a lot of severely outdated rigs running the base as it's eight years old and could run on a toaster.
They are not going to conform to all of those who can't keep up otherwise tech won't move on. Besides, they've had at most 8 years of enjoyment, if they were brave enough to run the japanese server.
This AVX thing was also announced way before NGS release.
