Just installed the game and went to launch. Sorry if this has been posted before but I looked though the forums for a bit and didn't see anything related to this. What's happening here?

Windows 10
Geforce 2060 Super

Thank you for quick reply. I disabled windows firewall and stopped malwarebytes but it's still the same error.

Well the error is a direct access so the launcher isn't connecting with the game files. I really have no idea how to fix this.

Maybe a reinstall? Honestly I'm stumped with that error code.

Thank you Killance for trying to help me with this. I uninstalled and downloaded it again, same error. Since the game just released a couple weeks ago on steam I'll try in a month or so and see if it gets straightened out. Thanks again!

I'm having the same issue, I've tried some of the fixes I've seen in forums and still getting the same error.

How to fix the Update error in Phantasy Star Online 2
The solution will require you to dive deep into your folders to get the game functioning properly. If you follow these steps, you should have no trouble.

Press Win+R to open the Run dialog
Run %LocalAppData%
Create a directory SEGA if it doesn’t exist yet. Open it.
Create a directory PHANTASYSTARONLINE2_NA_STEAM if it doesn’t exist yet. Open it.
Create a file name steamupdate.txt by right clicking > New > Text Document (IF FILE EXTENSIONS ARE HIDDEN IN YOUR EXPLORER, JUST NAME IT steamupdate)
Open it in Notepad
Put the text v70000_rc_135

the new windows 10 Update hide hard disk and SSDs, maybe a idea :/

Guys, ****** if you have OneDrive, right click on Onedrive at the bottom right of windows -> Help & Settings -> Settings -> Backup -> Manage Backup -> Uncheck all for Desktop, Documents, Pictures.
**** if you HAD OneDrive but uninstalled it, please install it again and do the above.
The reason of infinite loading is because the game can not access your Documents folder without permisson. Even if you uninstalled OneDrive, your backed up Documents folder will still remains in the OneDrive folder in your Users folder.

thanks for your help, but it didnt work.

I found the problem. The User need to be an admin on the PC ... a standart user cant launch the game ("start as admin" doesnt work). Switched to Admin and i can launch the game.

I am now in front of a question... make my User as Admin to play this game but my computer will have a dangerous security breach. Or keep my User as Standart User without admin right to be safe but not play this game :/

It is a shame that a steam game need to be on an admin account !

I have this same error, seems that it's a permissions error for the documents folder. I have my default documents folder on a NAS and changing the default window's documents folder to the user folder fixed it.

This still works! In my case I uninstalled OneDrive so I couldn't go through the process, but when I reinstalled it and on the setup selected a different path it fixed my issue.
I had this issue and yeah, It was because I removed the onedrive folder. just reactivate onedrive and the folder will come back
