Am I missing something?

Whenever I walk around the lobby or in a mission it's rare to see people interacting with each other. So, is the game supposed to be whisper/clan chat-only?

You can, they always spam the moment they enter, usually from right side of the lobby, and the range is short so if you're in the middle near campship entrance it won't reach you.

harmless isn't the word, they just spam your screen with trash adverts some of us do find that irritating

i skimmed through the comments and i think your problem is the "block" you are in might be empty.
most times i log in ill join block 2 or 69 and they are almost always packed with people talking/interacting

Comparing them to FFXIV bots, they're pretty harmless. Though is it really impossible to turn off pop-up messages? It can't be real, can it?

Yeah, I'll try visit them sooner. Though the last time I was there it still looked lifeless to me, but oh well

People don't know they can just disable auto-chat in their settings.
