But if your the type of player who insist on bigger numbers is better gameplay then your going to grind and spend even more time and ingame money to make the perfect equipment, until the next update.
Like everyone else has said: Unless you're trying to get super-duper 100% max everything you can play just fine putting in an hour here or there.
If by deck you mean the Steam Deck, the game is absolutely playable if you either are using Proton-GE or enable case-folding in the game's folder. You can do either or both - but the game's performance will be astronomically better as a result. The game has a great deal of tiny files that Linux tries to "look" for that don't exist due to the nature of case-sensitivity in Linux that the game's engine doesn't take into account that Proton-GE and/or case-folding will immediately solve.
OMG have you play Base PSO2 and you asking how grindy is this ? these PSO2 NGS is just starting you will see it become more like base game somedays and you will know how your joystick controller is on fire to grind for some material it take 24/7 with alliance guild help and it take years in solo

If it is PSO2 NGS or Base it is crazy grinding game more higher level your character are more grinding to do especially mesata (currency in pso2) and material for weapon crafting that just the tip of iceberg
