when you press play on steam it will open the launcher.
In the launcher press play again. that's how it is with me. if it doesn't start automatically.
It could also be caused by other software running in the background which gameguard doesn't like, this is especially true for VPNs and any keyboard/moue software which enables macros or weird hot-keys that do things outside of what drivers should be able to.
If you have any unsigned software running (self-made scripts/WIP games/etc.) these will also trigger gameguard (and can trigger VAC bans too, which I found out to my detriment a few years ago...)
In Steam go to "LIBRARY" Which should show a list of all your games, go to "Phantasy Star Online New Genesis" And right click
It should bring up a menu, click on "Properties" Then it should show a menu
"General, Updates,local Files" Go to Local Files then "Verify integrity of game files..."
This should take a century but it should fix stuff.
If that doesn't work you could try searching the Pso2 Tweaker, which is a 3rd party but tons of people use it. "https://arks-layer.com/" It should show you how to install it
That is the absolute worst thing you can do with any game that has its own built-in updater, in most cases this will corrupt the installation, meaning you might have to completely delete and re-install the game to fix it, at the very least it will usually result in a "patch" that re-downloads the majority of the game to fix the issue, which will then re-cause the issue the next time there's an update.
But it is a shame that steam has such a sh1tty system to fix things.
It's not exactly down to steam's system being bad, it's down to the devs pushing patches more frequently than steam's policies will allow them to, so most devs just leave the files on the steam servers out of date and only update them for major updates...
